(a) No water shall be resold or distributed by the recipient thereof from the city water supply to any premises other than that for which application has been made and the water installed, except in emergency situations where distribution of such water is necessary to ensure the health, safety, and welfare of the City, or where the City has expressly authorized such resale or distribution.
(b) Whoever violates this section is guilty of a misdemeanor of the first degree."

Any person, corporation or other entity proposing work within the scope of this regulation shall be required to post such performance guarantees as are required by the provisions of Section 920.91 of the Public Utilities Code.

Any work done within the scope of these regulations shall be in strict conformance with the plans and specifications for same as approved by the Municipality. Any deviation therefrom shall require the specific written approval of the Approving Authority for the subject project.

(a) All work within the scope of these regulations shall be subject to full time inspection and supervision by the Municipality, and subject to materials testing, for determination, and assurance, of conformance with the approved plans, specifications, and applicable Municipal requirements in accordance with the requirements set forth in Section 920.93 of the Public Utilities Code.
(b) Service laterals and water mains shall be hydrostatically tested in accordance with the requirements and standards of the American Water Works Association and/or the Fire Prevention Code as is appropriate to their service and function.
(c) Hydrant installations shall be subject to testing and approval, by the Municipality, for proper operation and required fire flow capacity prior to final construction inspection approval.

The developer shall guarantee the materials and workmanship of all improvements required by this regulation to be dedicated to public use. Said maintenance bond shall be in accordance with the terms and conditions set forth in Section 1151.94 (Maintenance Guarantee) of the Land Planning and Development Regulations.
