(a) A water service work permit shall be required for all work within the scope of this regulation. The permit requirements shall be as set forth herein and in Section 920.12 of the Public Utilities Code.
(b) No permits for building construction shall be issued for any lot or lands, for which Municipal water service is required, until a water service work permit has been issued by the Municipality.
(c) Every person, firm or corporation desiring water service shall first make written application to the Authority having jurisdiction, or his designate, on a blank furnished for that purpose. Such application shall be signed by the owners of such property or their duly authorized agent.
