When water lines are not installed within a public right of way the required lateral shall be installed to a point approved by the Authority having jurisdiction. When the service lateral size cannot be predetermined the future applicant for water service shall be required to conform to Section 927.57 (Street Opening and Boring).
   (b)   When the subject property abuts undeveloped lands, the developer shall extended water mains, and easements for same, to the property line in a manner, and in such locations, as the Approving Authority for the subject project may reasonably require in accordance with accepted engineering standards and practices so as to provide for the continuation of service to said undeveloped lands in the future. When, in accordance with the Land Planning and Development Regulations, the present construction of said water lines is not warranted, the developer shall be required to provide the necessary water line easements to connect with the adjacent land.
