The improvements required herein are deemed the minimum necessary provisions for the protection of the Municipality's water supply; and for providing essential services for the protection of the public safety, health and general welfare. The improvements required herein shall be provided, installed and/or constructed by the applicant for water service, at his expense and as herein required.
