(a) No person, corporation or firm shall bypass, or permit the bypass of, any water meter which is installed to measure the water consumed by such person or on a property which may be owned by such person.
(b) No person, corporation or firm shall allow water used from the secondary water line to drain into the sanitary sewer system.
