(a) Whoever violates any provision of this chapter, or any order issued pursuant thereto, is guilty of a misdemeanor of the first degree. In addition to the penalties imposed herein, any person, firm or corporation which violates §§ 927.02

(d) or 927.80
shall be fined a minimum of $500 for the first violation, $750 for the second violation and $1,000 for the third and any subsequent violation.
(b) Any violation hereunder shall constitute a separate offense on each successive day continued.
(c) In addition to the penalties set forth herein, any person who illegally bypasses a water meter, or illegally bypasses a primary water line water meter to a secondary water line, shall be charged such amount as may be determined by the Authority having jurisdiction for the use of such illegally consumed water from the date the illegal consumption of water begins until the date that the correction is made, inspected and approved.
(d) Any fine authorized hereunder imposed by a court of competent jurisdiction and any charge imposed by the Authority having jurisdiction for illegal consumption of water is made a lien upon the corresponding lot, parcel of land, dwelling, building, structure or premises, which is served by a connection to the water system of the Municipality. If the fine or charge is delinquent for more than 30 days, the Finance Director may certify such amount due to the county auditor, at which time the lien shall vest. The county auditor shall place the same on the tax duplicate of Geauga County. In addition, the Geauga County Auditor shall cause interest and penalties to be imposed for non-payment of charges for illegal consumption of water as provided by Chapter 920
and cause such amount to be collected as other municipal taxes are collected. No interest or penalty shall be charged for unpaid court fines.

(e) The City Manager shall order the water be shut off at the main if the owner or occupant of premises supplied by water refuses to permit access and right of entry in violation of Section 927.71.
