ARTICLE II: OFFICE OF UTILITIES SUPERVISION

§ 28-16 CREATION; APPOINTMENT OF SUPERVISOR.
   There is hereby created an office of utilities supervision. This office shall be headed by the utilities supervisor who shall be appointed by the city manager.

§ 28-17 GENERAL DUTIES OF SUPERVISOR.
   The utilities supervisor shall act as agent and adviser in all matters relevant to the operation of public utilities operating within or through the corporate limits of the city, under the direction of the city manager. The utilities supervisor shall employ such assistants, technical or otherwise, as may be authorized by the city council upon the recommendation of the city manager.

§ 28-18 EXAMINATION OF BOOKS, RECORDS, ETC., OF UTILITIES.
   The utilities supervisor shall at all reasonable times be given access to and have authority to inspect, examine and verify all accounts, vouchers, documents, books, ledgers, property, records, investment accounts, corporate structure and financial structure of all public utilities operating within or through the corporate limits of the city.

§ 28-19 RECORDS KEPT BY SUPERVISOR.
   The utilities supervisor shall keep a detailed record of plant investment and property used and useful in providing public utility service to customers in the city, showing additions, retirements, transfers and adjustments of utility plant in service. Additional records pertaining to revenues and expenses associated with such public utilities shall be kept by the utilities supervisor in sufficient detail to properly reflect each utility company’s financial condition. Such information shall be available to the city manager and the city council at all times.

§ 28-20 INVESTIGATION OF UTILITIES’ POLICIES.
   It shall be the duty of the utilities supervisor to inquire into and ascertain the reasonableness of all rules, regulations and standards relating to service as prescribed by the public utilities operating within or through the city, and to establish a consistent policy between the consumer and the public utility with reference to extensions of service and charges for such extensions. Any such policy as to rules, regulations and standards as may be found discriminatory shall be reported to the city manager and the public utility shall be given opportunity for a hearing by the city council prior to any change in policy.
