The utilities supervisor shall prescribe forms for reporting of utility revenues, expenses and earnings associated therewith as well as other operating information from utility companies on an annual basis. Such forms shall be completed by each utility company and submitted to the utilities supervisor who shall analyze the reports and advise the city manager and the city council as to trends and developments relating to operations of the utility companies. The utilities supervisor shall prescribe the manner in which such accounts shall be kept, and any other special form of report that may be necessary in the course of investigation that may be authorized by the city manager or city council.
