It shall be the duty of the utilities supervisor to submit to the city manager and the city council a detailed analysis of any new or proposed rate or rate change. He or she shall make such recommendations as to rates or combinations of rates as will be equitable to the city. The rates to be regulated by the city council shall apply to natural gas, electrical power and light, transportation, communication or any other enterprise serving the general public as a utility.
