§ 28-20 INVESTIGATION OF UTILITIES’ POLICIES.
   It shall be the duty of the utilities supervisor to inquire into and ascertain the reasonableness of all rules, regulations and standards relating to service as prescribed by the public utilities operating within or through the city, and to establish a consistent policy between the consumer and the public utility with reference to extensions of service and charges for such extensions. Any such policy as to rules, regulations and standards as may be found discriminatory shall be reported to the city manager and the public utility shall be given opportunity for a hearing by the city council prior to any change in policy.
