It shall be the duty of the utilities supervisor, at the request of any citizen who is, in fact, a customer of any public utility operating within or through the city, to examine, and if necessary order the removal of any measuring or recording devices in use by the public utility. He or she shall supervise a test as to accuracy of such measuring or recording devices, and if necessary recommend an equitable adjustment between the complainant and the utility involved.
