§ 28-19 RECORDS KEPT BY SUPERVISOR.
   The utilities supervisor shall keep a detailed record of plant investment and property used and useful in providing public utility service to customers in the city, showing additions, retirements, transfers and adjustments of utility plant in service. Additional records pertaining to revenues and expenses associated with such public utilities shall be kept by the utilities supervisor in sufficient detail to properly reflect each utility company’s financial condition. Such information shall be available to the city manager and the city council at all times.
