§ 12-197 EXEMPTIONS FROM PROVISIONS.
   The provisions of this ordinance shall not be intended to include the taking of pictures, photographs or snapshots solely for the purpose of reproduction in a book, newspaper, magazine or legitimate periodical, and the sale of any book, newspaper, magazine or legitimate periodical containing any such picture likewise shall be deemed not within the scope of this ordinance.

ARTICLE XXV. FREIGHT CARRIERS
§ 12-198 LICENSE REQUIRED.
   No person shall operate or engage in the business of operating within the limits of the City of Flint any dray, express wagon or vehicle for hire for the transportation of any freight or express, parcels or baggage without a license for that purpose from the City of Flint issued by the City Clerk.

§ 12-199 SAME — APPLICATION; FEE; ISSUANCE; DISPLAY OF LICENSE NUMBER ON VEHICLE.
   Any person desiring to engage in the business of, or in operating any such dray, express wagon or vehicle for the carriage of freight, express, parcels, or baggage for hire, shall before operating or engaging in such business apply to the City Clerk for a license and shall pay to the City Clerk at the time of making such application the sum specified in Chapter 26 of this Code for each motor-driven vehicle, and the City Clerk shall thereupon issue a certificate under his hand and the seal of the City to such applicant which certificate shall be numbered, and before engaging in business the vehicle for which such license shall be obtained shall have displayed on each side thereof, in letters and figures not less than three inches in length, the words: “License No.                     ;” followed by the number stated in such certificate.

§ 12-200 SAME — TERM.
   All licenses issued by the City Clerk under this ordinance, unless sooner revoked, shall expire on April 30 of each year.

§ 12-201 CHARGING UNREASONABLE RATES.
   No person licensed hereunder shall charge or cause to be charged an exorbitant or unreasonable amount for any such service.

§ 12-202 CERTAIN ACTS PROHIBITED.
   It shall be unlawful for any person licensed to operate any such vehicle as a drayman, expressman, or freight carrier, under this ordinance to unreasonably refuse or neglect to transport any freight, express or baggage to any place within the limits of the City when applied to for that purpose, and when payment for such service shall have been tendered, or to demand or receive a greater price or rate than that herein established, or to neglect or refuse to display the license number as herein provided upon a vehicle, operated by him or to park or stand such day, express wagon or other vehicle when not actually engaged in loading or unloading freight, express or baggage, upon any public street, lane or alley in the City of Flint, except in such places as are designated by the Chief of Police and confirmed by the City Council.
