§ 12-128 ISSUANCE OF LICENSE; FEES; LICENSE PERIOD.
   Upon approval of the license by the City Council the City Clerk shall issue a license, provided that the applicant has complied with all sections of this article and this Code or any other laws or ordinances applying to the applicant, and upon the payment of the fee prescribed in Chapter 26 of this Code. All such licenses shall be for a period of one year and shall expire on April 30 next following the date of issuance, and there shall be no rebate for any lesser time.

§ 12-129 DEFINITION.
   For the purposes of this chapter, a car wash shall include all operations of the premises:
      (1)   Where two (2) or more motor vehicles may be washed simultaneously; or
      (2)   Where facilities are provided for coin- operated or self-service washing of motor vehicles.

§ 12-130 REQUIREMENTS OF OWNER.
   It shall be the duty of the owner or operator of any car wash to:
   (a)   Keep the premises free of debris and litter;
   (b)   Prevent excessive noise and rowdiness;
   (c)   Maintain peace, order and safety on the premises;
   (d)   Close and secure the premises, including any driveways leading into or away from the premises at all times when not open or in operation;
   (e)   Provide regular ground maintenance of the premises;
   (f)   Provide an attendant who shall be available at all times during the hours of operation. A sign shall be posted in a prominent place on the premises clearly informing the public how to contact the attendant.

§ 12-131 HOURS OF OPERATION.
   Car washes shall not be open or operate between the hours of 10:00 p.m. and 7:00 a.m.

ARTICLE XVII. CLUBS
§ 12-132 LICENSE REQUIRED.
   No building shall be used or erected for the purpose of operating a club as defined herein without first obtaining a license therefor from the City Clerk of the City of Flint.

§ 12-133 LICENSE APPLICATION; FORM.
   Application to operate a club shall be made to the City Clerk on a form to be prescribed by the Clerk and shall contain the following statements under oath:
   (a)   Full name, age, permanent residence and local address, if other than the foregoing, of the applicant.
   (b)   The name and the firm represented, if any, together with the address of the central or district office of such firm.
   (c)   The address or location of the place within the City at which the applicant proposes to engage in business.

§ 12-134 SAME — INVESTIGATION.
   All applications filed as provided for herein shall be referred to the appropriate departments such as Building Inspections and Police Department for investigation. The Department shall determine that the applicant has complied with all requirements of the City for the operation of such a business.
