No person being the owner of, in possession of or having control of any animals shall permit such animal to run at large upon any street, alley, park or other public place in the City of Flint or upon the land or property of any person other than the owner or person in possession of or having control of such animals.

ARTICLE II. DOGS
DIVISION 1. GENERALLY
It shall be unlawful for any person, firm or corporation to own, keep, harbor or have charge of any dog, which by loud, frequent and consistent barking, howling or yelping shall cause serious annoyance or disturbance to the neighborhood in which such dog is so kept or harbored or to persons passing to and fro upon the streets and highways.
It is intended that this provision shall not be construed to interfere with the owning, keeping, harboring or having charge of a dog or dogs in the City of Flint where such dog or dogs indulge in occasional or infrequent barking, howling or yelping, it being understood and recognized that any dog, no matter how well kept or trained, is apt to bark, howl or yelp occasionally, but that this provision of the ordinance is designed to take care of situations where a dog or dogs are kept on premises in the City and by their loud, frequent and consistent barking create a nuisance to the neighborhood in which the dog is kept.
