§ 5-39 SERVICE REQUIRED; FEES; FUEL.
   All person engaged in aviation fuel dispensing operations at the airport shall:
   (a)   Provide twenty-four hour service daily, without exception, to all users at the airport. Service may be provided by “attendant on duty” or “on call” if so specified in the schedule of Aviation Fuel Services approved by the Director of Aeronautics. “On call” service shall be provided within not more than one hour. All services shall be provided in an efficient, courteous manner.
   (b)   Adhere to the current approved schedule of Aviation Fuel Services on file with the Director of Aeronautics. Reduction of service, or increase in fees or charges may be made only after thirty (30) days written notice of the proposed amended schedule to the Director of Aeronautics, and his approval thereof.
   (c)   Secure written approval of the Director of Aeronautics prior to accepting delivery of any new type aviation fuel.
   (d)   Mark all fuel tenders appropriately to identify fuels. Mark all dispensing outlets for type and grade of fuel. Post “No Smoking” and “Flammable” signs on all sides and on rear of all fuel tenders.

§ 5-40 TRANSFER OF FUEL WITHIN BUILDING PROHIBITED.
   No person shall transfer fuel into or from any aircraft fuel tank within any building or structure on the airport.

§ 5-41 TRANSPORTATION OF FUEL.
   No fuel shall be transported into or upon the airport in bottles, cans or other like containers.

§ 5-42 STORAGE OF FUEL.
   No fuel or other flammable liquid shall be stored, however short the period, in bottles, cans or other like containers at the airport, provided, however, that safety cans may be used for fuel for ground equipment, tugs, tractors, mowers, and similar equipment.

§ 5-43 DEPOSITING FUEL, OIL AND THE LIKE ON AIRPORT SURFACE.
   No fuel, lubricant, oil, grease, chemical or other harmful or dangerous substance shall be deposited, drained onto, or allowed to remain on any surface of the airport.

ARTICLE V. AIRCRAFT OPERATIONS
§ 5-44 GENERAL RULES.
   (a)   The Director of Aeronautics shall have authority to suspend or restrict operations, without regard to weather conditions, whenever such action becomes necessary in the interest of safety. He shall have the authority at all times to take such action as may be required to safeguard the public.
   (b)   All aeronautical activities at the airport and within the Airport Control Zone shall be conducted in strict conformity with the Aeronautics Code of the State of Michigan and with The Federal Aviation Regulations issued by the FAA.
   (c)   Flight instructors have the duty of acquainting their students fully with the provisions of this ordinance. During dual instruction the instructor shall be responsible for adherence thereto. When a student is flying solo it then becomes his responsibility.
   (d)   Terminal gate positions shall be controlled by the Airport Control Tower. They are primarily designed for use by scheduled airlines, but itinerant aircraft may be granted permission to deplane passengers at any open gate, and temporarily park thereat not to exceed 30 minutes.
