Where two or more toilet facilities are provided, the required number of lavatories shall be distributed proportionally to the required number of water closets, provided that the ratio of lavatories to water closets and urinals within a toilet facility shall not be less than 1:2. In no case shall the number of lavatories within a toilet facility containing at least two lavatories be required to exceed three-quarters of the sum of water closets and urinals within the toilet facility.
