§ 15-41 RULES OF PROCEDURE.
   At its first meeting, the Commission shall establish rules of procedures for the efficient conduct of its business. These rules of procedure may be amended as necessary from time to time by majority vote of the members appointed.

§ 15-42 DUTIES.
   The Telecommunications Advisory Commission shall have the following duties:
   (a)   Investigate, research and otherwise stay abreast of all developments in the technology of telecommunications and advise the City Council when such technology is such that there are potential uses and benefits to the citizens of the City which have not been heretofore contemplated or dealt with in this Chapter, in an effort to ensure that the citizens of the City are and will be receiving the finest and widest range of benefits from any cable system.
   (b)   Advise the City Council from time to time on proposed amendments to this Chapter to ensure that the citizens of the City are and will be receiving the finest and widest range of benefits from any cable system franchised under this Chapter and at least services which are comparable to those provided by cable systems in other political subdivisions of similar size.
   (c)   Assist, whenever possible, in coordinating the efforts of cable systems, educators, government agencies and other interested citizens to provide the finest and widest range of benefits from any cable system licensed under this Chapter to the citizens of the City.
   (d)   Study, research and investigate any other permitted matters upon the request of the City Council and make any reports and recommendations to the Mayor and the City Council as the Mayor and/or City Council may, from time to time, request.
   (e)   Meet and confer with the City Administrator and the Equal Opportunity Officer to review the performance of the franchisee and to report to the City Council and the Mayor any serious or repeated infractions of the terms and conditions of this Chapter or deficiencies in its administration.

§ 15-43 EXPENSES.
   All necessary and actual expenses incurred by the Commission in the conduct of its business, research and investigation shall be paid from funds budgeted for that purpose by the City Council.

ARTICLE VI. CABLE    RATE REGULATION
§ 15-44 RATE REGULATION.
   (a)   The purpose of this section is to adopt by reference the regulations and rules of the Federal Communications Commission with respect to rate regulation of basic cable service and equipment.
   (b)   The City reserves the right to regulate the rates charged for cable services and equipment to the full extent permitted by law.
