ARTICLE V. TELECOMMUNICATIONS ADVISORY COMMISSION
§ 15-36 COMPOSITION; QUALIFICATIONS OF MEMBERS; TERMS OF OFFICE.
   There shall be created a Telecommunications Advisory Commission which shall consist of six representative community members and the City Clerk acting as the representative of the City Council. The City Administrator or his/her representative and the Equal Opportunity Officer or his/her representative shall serve as ex officio members of the Commission, with the right to enter into any discussion or debate at any meeting of the Commission, but shall not have the right to vote. Elected officials shall be prohibited from serving as Commission members. The members of the Commission shall have attained 18 years of age and shall be residents of the City. Members shall serve for a term of three years, except for the City Clerk who shall serve continuously. Terms of the Commission members serving at the time of adoption of Ord. 2595 shall expire on April 30, 1979, and at the expiration of the terms, two members shall be appointed for two years and three members shall be appointed for three years. The two additional members provided by this amendment shall be appointed to three-year terms expiring on April 30, 1980.

§ 15-37 MEMBERS — APPOINTED.
   Members of the Telecommunications Advisory Commission shall be appointed by the Mayor, with the concurrence of the City Council.

§ 15-38 SAME — COMPENSATION.
   The members of the Advisory Commission shall serve without compensation.

§ 15-39 VACANCIES.
   A member’s seat on the Commission shall be deemed vacant whenever said member dies, resigns, ceases to be a resident of the City of Flint, fails to attend three consecutive regular meetings of the Commission, or when the member’s term expires. All vacancies shall be filled by the Mayor with the concurrence of the City Council for the remaining term of that vacancy.

§ 15-40 MEETINGS.
   Meetings shall be called by the Chairman of the Commission or by written demand of any two members thereof. Meetings shall be called as deemed necessary by the Chairman or any two members thereof provided that the Commission shall meet no less than once each quarter. Notice of the meetings shall be mailed to each Commission member at least three days prior to such meeting and said notice shall specify the time, date and place of said meeting and the purpose of same. A quorum for all meetings of the Commission shall be three members. All meetings of the Commission shall be three members. All meetings of the Commission shall be posted 12 hours in advance and shall be open to the public.

§ 15-41 RULES OF PROCEDURE.
   At its first meeting, the Commission shall establish rules of procedures for the efficient conduct of its business. These rules of procedure may be amended as necessary from time to time by majority vote of the members appointed.
