§ 42-26 “CHEMICAL SUBSTANCE” DEFINED.
   For the purpose of this article, the following definition shall apply unless the context clearly indicates or requires a different meaning.
   CHEMICAL SUBSTANCES. Calcium chloride, grease, petroleum, oil or any substance applied to a street for purposes of laying dust, cleaning, watering, dampening, grading or improving the street.

§ 42-27 LICENSE — REQUIRED.
   No person shall engage in the business of applying oil or chemical substances upon streets within the City without being licensed as provided in this article.

§ 42-28 SAME — APPLICATION.
   Any person seeking to become a licensee under this article shall make application for the license upon forms to be furnished by the City. The application shall be received by the City Clerk and shall contain the following information:
   (a)   Name, age and address;
   (b)   Form of business organization; and
   (c)   Names and addresses of officers.

§ 42-29 SAME — FEES.
   Persons licensed under this article shall pay the sum specified in Chapter 26 of this Code annually to the City Clerk, prior to May 1 of each year.

§ 42-30 SAME — TERM.
   Licenses issued under this article shall be operative for a period of May 1 to April 30 of each year.

§ 42-31 SAME — REVOCATION.
   The City Council may revoke a license upon the violation of any of the provisions of this article.

§ 42-32 BOND.
   No license shall be issued under this article to any person unless he or she shall first deposit with the City Clerk a bond in the penal sum of $2,000.00 conditioned upon compliance with the provisions of this article and further conditioned upon protecting the City against any injury or damage to the streets of the City or any damage, injury or liability incurring to the City as a result of the application of the licensee.

§ 42-33 PERMITS.
   No application shall be made of oil or chemical substance upon any street within the City by a licensee unless he or she shall first obtain from the Department of Public Works and Utilities a written permit authorizing him or her to make the application.
