The City Clerk shall within 30 days of the action by the City Council vacating and discontinuing any street, alley or other public ground, record a certified copy of the resolution with the Register of Deeds for Genesee County and forward a certified copy of the resolution to the State Treasurer. The vacation or discontinuance of the street, alley or other public place shall take effect upon the recording with the Register of Deeds and shall be subject to the easements or reservations as therein stated.

An applicant for a vacation of a street, alley or other public ground shall pay a fee to the office of the Planning Commission at the time the vacation is requested to cover the cost of processing staff review and mailings. The fee shall be established from time to time by resolution of the City Council, kept on file by the City Clerk, and contained in Appendix A of the City Code.

ARTICLE II. APPLYING OIL OR CHEMICAL SUBSTANCES UPON STREETS
For the purpose of this article, the following definition shall apply unless the context clearly indicates or requires a different meaning.
CHEMICAL SUBSTANCES. Calcium chloride, grease, petroleum, oil or any substance applied to a street for purposes of laying dust, cleaning, watering, dampening, grading or improving the street.
