The city recognizes certain land uses that, because of their unique characteristics or anticipated detrimental effects on the city, surrounding neighbors, or adjacent land uses, may not be compatible in some areas or may be compatible only if certain conditions are required that mitigate or eliminate the detrimental effects. Uses may be designated as conditional because the effects of the use require closer attention and customized conditions to reduce the effects. The city reviews the standards applicable to conditional uses and determines whether, in light of the standards, the proposed use will produce any "reasonably anticipated detrimental effects" on the city generally, or on the surrounding uses and property owners specifically.
