4-1A-1: PURPOSE:
Pursuant to its inherent police powers within statutory authority granted by the state to protect the health and welfare of its residents and businesses, the city intends by this title to regulate and license businesses and occupations undertaken and operating within its corporate limits; to maintain a current index of licensed businesses and occupations; and to raise revenues sufficient, among other things, to offset the costs of administering this title by imposing license fees upon such businesses and occupations.
