It is unlawful for any person to park on the public street any vehicle which is leaking any measurable quantity of oil, grease, transmission fluid, radiator coolant, battery acid or any other fluid, other than water, onto the street. Any vehicle parked or stored on the public streets in violation of this section may be summarily impounded, at the expense of the owner, until the reasonable impoundment and storage charges have been paid.
