2-1-1: SCOPE OF PROVISIONS:
Subject to the following exceptions, this title governs all boards, commissions, agencies, support organizations or committees of the executive branch: (1) this title does not govern the creation, operation, structure, or any other elements of internal committees of City employees, which may be created, disbanded, and governed by the Mayor in his/her sole discretion; and (2) when the law specifically provides otherwise. City council committees, as referenced in Section 2-1-10, are governed by title 1, chapter 6 of this code. For the purposes of this title, references to “law” will include city ordinances.
