Sec. 10-33.1. Proficiency pay for City of Tucson employees certified as bilingual users of American Sign Language (ASL) or Spanish.
   (a)   City of Tucson employees who are certified as bilingual users of ASL or Spanish, who use ASL or Spanish a minimum of five (5) percent of the work week, or who occupy a position designated by the department appointing authority and approved by the city manager as regularly requiring a certified bilingual user of ASL or Spanish, will receive one hundred dollars ($100.00) per pay period.
   (b)   Designation of a position as regularly requiring the use of a certified bilingual user of ASL or Spanish by the appointing authority and if authorized by the city manager, shall be pursuant to procedures to be set forth in city administrative directives.
   (c)   Certified bilingual officers who are receiving compensation under this section are not eligible for language communication compensation under section 10-33.
   (d)   The director of the department of human resources is responsible for establishing and/or adopting certification standards to ensure that bilingual ASL or Spanish proficiency is at a speed and technical level necessary to accomplish all critical aspects of an employees’s duties in those languages. The department of human resources is also responsible for the administration of the certified ASL or Spanish proficiency program including but not limited to verification procedures for confirming five (5) percent usage and criteria to be utilized by appointing authorities when designating a position as requiring certified bilingual user proficiency in ASL or Spanish language.

Sec. 10-34. Incentive pay for fire prevention inspectors.
   In addition to the compensation authorized by Tucson Code section 10-31, compensation in the amount of ninety-two dollars and thirty-one cents ($92.31) per pay period shall be paid to full time employees holding positions in the Fire Prevention Inspector Classification, Class Code 6412 or full time non-commissioned fire personnel holding positions in the Code Inspector Classification, Class Code 2570, who achieve and maintain any of the following designations:
   Certified Fire Investigator, issued by the International Association of Arson Investigators (AAI);
   Fire Investigation Technician, issued by International Association of Arson Investigators (AAI);
   Certified Fire Inspector I, issued by International Code Council (ICC);
   Certified Fire Inspector II, issued by International Code Council (ICC).
   Compensation under this section will be awarded for only one certified designation regardless of the number of certified designations held.

Sec. 10-34.1. Assignment and incentive pay for maintaining paramedic certification and working as a paramedic.
   (a)   Paramedic assignment pay of two hundred forty-six dollars and twenty cents ($246.20) per pay period will be paid to commissioned fire personnel who:
   (1)   Are promoted to and remain in the classification of paramedic; or
   (2)   Are in non-paramedic classifications, have completed new hire probation, possess a national and/or state certification (EMT- P) and are minimally available to work one (1) twenty-four-hour shift per month as a paramedic, which work availability is subject to verification by the fire chief.
   (b)   Paramedic assignment pay of one hundred twenty-three dollars and ten cents ($123.10) per pay period will be paid to commissioned fire personnel in a Fire Command position who possess a current National or State certification (EMT-P).

Sec. 10-34.2. Assignment pay for commissioned fire personnel assigned to a Paramedic Truck.
   Assignment pay for commissioned fire personnel who are assigned to a Paramedic Truck will begin the first pay period after implementation of the program in fiscal year 2023 and remain in effect until July 1, 2025. The three assignments are:
   1.   Paramedic (EMT-P) assigned to a dual-medic truck with a probationary medic will be paid an additional two dollars ($2.00) per hour.
   2.   Paramedic (EMT-P) assigned to a single-medic truck (one and one) with an EMT-B firefighter will be paid an additional two dollars ($2.00) per hour.
   3.   An EMT-B firefighter assigned to a single-medic truck (one and one) will be paid an additional two dollars ($2.00) per hour.

Sec. 10-34.3. Incentive pay for maintaining a Hazardous Materials certification and assignment to a Hazardous Materials Team.
   Commissioned fire personnel who possess a Hazardous Material certification and are assigned to a Hazardous Materials Team will receive assignment pay of five per cent (5%) of their base pay. EC1 Captains are considered part of the Hazardous Materials Team.

   Commissioned fire personnel who possess a PEER or PFT certification or its equivalent as determined by the Tucson Fire Department Safety Division, and are active participants in the program, will receive certification pay of forty-two dollars and seventy cents ($42.70) per pay period.

Sec. 10-34.5. Incentive pay for maintaining a Peer Operation Support Team (POST) certification and active participation in the program.
   Commissioned fire personnel who possess a POST certification or its equivalent as determined by the Tucson Fire Department Safety Division, working under the guidance and supervision of the Tucson Fire Department contracted clinical psychologist, and are active participants as trained peer supporters, will receive certification pay of forty-two dollars and seventy cents ($42.70) per pay period.
