   Editor’s note – Section 10-53.6, additional compensation to defray housekeeping costs for commissioned fire personnel, was repealed by § 4 of Ord. No. 11291, adopted August 5, 2015, effective July 12, 2015. The section had been derived from Ord. Nos. 10426, 10558, and 11273.
Sec. 10-53.7. Certified crane operator assignment and incentive pay program.
   (a)   In addition to the compensation authorized by section 10-31, city water department employees, trained, certified, and licensed for the operation and maintenance of telescopic boom cranes (TSS) boom truck fixed cab (BTF), shall receive a pay increase of five dollars per hour ($5.00) added to the employee's base salary as designated by the annual compensation plan when assigned to and during the operation of the telescopic boom cranes.
   (b)   Telescopic boom crane operation work assignments are temporary and at the discretion of the director of the water department; assignment to and removal from (TSS) (BTF) crane operation is not appealable to the city civil service commission.
   (c)   The director of human resources is responsible for the administration of certified crane operator and assignment compensation, including, but not limited to, fixing competency and proficiency standards and setting criteria to be utilized by the water department director when making a certified crane operator assignment.

Sec. 10-53.8.   Certified compressed natural gas inspector assignment and incentive pay program.
   (a)   In addition to the compensation authorized by section 10-31, compensation in the amount of two hundred dollars ($200.00) per pay period shall be paid to general services department employees certified as Compressed Natural Gas (CNG) Inspectors, accepted in the CNG Inspection program, and assigned to perform CNG inspections.
   (b)   Assignment to the CNG program is temporary and at the discretion of the director of the general services department; assignment to and removal from the CNG Program is not appealable to the city civil service commission.
   (c)   The director of human resources is responsible for the administration of certified Compressed Natural Gas Inspector and assignment compensation, including, but not limited to, fixing competency and proficiency standards and setting criteria to be utilized by the general services department director when making a CNG inspector assignment.

Sec. 10-53.9.    Tool enhancement allowance.
   (a)   In addition to the compensation authorized by section 10-31, eligible fleet services employees in the environmental general services department, who are required to purchase tools, shall receive an increase in compensation from the current three hundred dollars ($300.00) annual allowance to one thousand dollars ($1,000.00) for the remainder of fiscal year 2023; the additional seven hundred dollars ($700.00) will be paid on January 5, 2023. In fiscal year 2024, the tool allowance for eligible fleet services employees will increase to one thousand two hundred fifty dollars ($1,250.00). In fiscal year 2025 the annual yearly tool allowance for eligible fleet service employees will be increased to one thousand five hundred dollars ($1,500.00). The tool enhancement allowance will be paid in August of each year.
   (b)   In addition to the compensation authorized by section 10-31, eligible senior fleet service technicians and senior heavy equipment mechanics in the Tucson water department's maintenance division equipment shop, who are required to obtain the tools necessary for their position, and maintain them in good operational condition, shall receive an increase in compensation from the current three hundred dollars ($300.00) annual allowance to one thousand dollars ($1,000.00) for the remainder of fiscal year 2023; the additional seven hundred dollars ($700.00) will be paid on January 5, 2023. In fiscal year 2024, the tool allowance for eligible fleet services employees will increase to one thousand two hundred fifty dollars ($1,250.00). In fiscal year 2025 the annual yearly tool allowance for eligible fleet service employees will be increased to one thousand five hundred dollars ($1,500.00). The tool enhancement allowance will be paid in August of each year.
   (c)   In addition to the compensation authorized by section 10-31, eligible emergency vehicle technicians in the fire department's fire fleet maintenance division, who are required to obtain the tools necessary for their position, and maintain them in good operational condition, shall receive in fiscal year 2024, one thousand two hundred fifty dollars ($1,250.00). In fiscal year 2025 the annual yearly tool allowance for eligible fleet service employees will be increased to one thousand five hundred dollars ($1,500.00). The tool enhancement allowance will be paid in August of each year.
   (d)   The director of human resources is responsible for the administration of the tool enhancement allowance including, but not limited to, establishing eligibility criteria and designation of positions.

Sec. 10-53.10.    Solid waste equipment operator (SWEO) tier assignment program.
   In addition to the compensation authorized by Tucson Code Section 10-31, effective December 18, 2022, eligible SWEO employees with a valid Class A or Class B commercial driver's license (CDL), who meet the training and certification requirements to operate the following pieces of equipment; automated side loaders (ASL), front-end loaders (FL), rear-loaders (RL), roll-off units (RO), skid steers (SS), and transport units, shall receive a pay increase of up to five dollars ($5.00) per hour added to the employee's base salary as designated by the annual compensation plan when assigned to either Tier 2 or Tier 3 of the assignment pay tier program.
   The SWEO assignment pay tier program provides eligible employees the ability to attain additional skills to operate more than one (1) type of equipment essential to the refuse collection unit. Through an established training program, SWEO gain new skills, enhancing the department's flexibility and alleviating the overburdening of specific units.
   (a)   Tier 1: Basic assignment (Class B CDL), no Class A CDL, no assignment pay.
      1.   SWEO can operate one (1) basic piece of equipment (ASL, FL, RL, RO).
   (b)   Tier 2: Two dollars and fifty cents ($2.50) per hour assignment pay.
      1.   SWEO with a Class B CDL has skills necessary to operate two (2) pieces of equipment (ASL, FL, RL, RO).
      2.   SWEO with a Class A CDL has skills necessary to operate one (1) basic or assigned piece of equipment (ASL, FL, RL, RO).
   (c)   Tier 3: Five dollars ($5.00) per hour assignment pay.
      1.   SWEO with a Class B CDL has skills necessary for operation of three (3) pieces of equipment (ASL, FL, RL, RO).
      2.   SWEO with a Class A CDL has skills necessary for operation of two (2) basic or assigned pieces of equipment (ASL, FL, RL, RO).
   (d)   Tier assignments are not permanent and are at the discretion of the director of the environmental and general services department; assignment to and removal from a tier are not appealable to the city civil service commission.
   (e)   The director of human resources is responsible for the administration of the tier assignment pay program compensation, including but not limited to determining competency and proficiency standards and setting criteria for the environmental and general services department director when making an SWEO tier assignment.

Sec. 10-53.11.   Certification pay for automotive service excellence (ASE).
   In addition to the compensation authorized by Tucson Code Section 10-31, eligible fleet service employees trained and certified within the ASE program will receive a pay increase of fifty-seven cents ($.57) per hour for each certification obtained with a maximum of four (4) certifications per employee (two dollars and twenty-eight cents ($2.28) per hour) per year, while participating in the program.
   (a)   To receive ASE certifications, eligible fleet services employees must comply with all ASE requirements and re-test every five (5) years to maintain the certification. The city will pay the registration and testing fee(s) associated with each approved ASE certification or renewal.
   (b)   Eligible fleet service employees are responsible for tracking the expiration date(s) of their ASE certification(s). Loss of any ASE certification must immediately be reported to human resources. Failing to maintain any ASE certification will result in the loss of certification pay. Loss of certification pay for failing to maintain or renew any ASE certification is not appealable to the city civil service commission.
