(a) The provisions of this chapter shall apply to all matters and to all work to which the provisions of this Building and Housing Code apply.
(b) All work to which the provisions of this Building and Housing Code apply shall be performed in a safe and careful manner so that the work will not endanger adjoining property or be a hazard to public safety.

(a) Before any work, for which a permit is required by this Building and Housing Code, is commenced and before any portion of a street or other public property is occupied for any purpose for which a permit is required by this Building and Housing Code, the permit shall be obtained and posted as required in Chapter 1426.
(b) The occupancy and use of any portion of a public street or of any public property for any purpose in connection with building operations, the issuance of permits for such occupancy or use, and the requirements for and the arrangement and design of temporary walks, drives over sidewalks, temporary roofs over walks and temporary bridges, shall all be subject to the approval and control of the Director of Public Service.

(a) Except as otherwise provided in this chapter or by other law or ordinance, when the public is endangered by reason of any construction, alteration, addition, repair or excavation, or when a hazard exists because of the condition of a building or structure or because of an existing excavation, a suitable barricade shall be provided along any public thoroughfare affected. If a barricade shall prevent sufficient passageway on the sidewalk, a temporary walk or bridge, if necessary, shall be constructed and maintained as provided for in Sections 1452.04 through 1452.06.
(b) Fences, barriers and other temporary structures, located on public thoroughfares, shall be constructed so as to not obstruct vision unnecessarily at street intersections.
(c) When, in the opinion of the Superintendent of Building and Zoning Inspection, a sufficient hazard to traffic on any thoroughfare exists because of the condition of a building, structure or part thereof, or because of an excavation on private property, he or she shall notify the Chief of Police, who shall cause traffic to be properly diverted from such thoroughfare.

Temporary walks shall be not less than forty-four inches wide in the clear and the Director of Public Service may require a walk to be as wide as he or she deems necessary to properly accommodate the traffic passing over it. Such walks shall be built in a safe, substantial and workmanlike manner, and be maintained in that condition at all times. A smooth substantial handrail shall be provided on the traffic side and also on the inside when necessary.

Whenever a sidewalk is used for temporary drive-over purposes, a suitable wood mat or pad shall be placed over the same to prevent damage to the sidewalk and to protect pedestrians from broken pieces of the walk or ruts worn into it. The mat or pad shall have a solid and smooth surface for the entire width of the paved and used walk and shall have chambered edges, not to exceed an angle of thirty degrees with the horizontal, fitting tightly to the walk where the mat comes in contact with it. All mats shall be kept in good repair and free from any and all holes, loose parts, obstructions and waste material, except that sand shall be sprinkled on the mats or pads when they become slippery.

(a) When, under the conditions provided in this section, a building or structure is being erected, raised or partly or wholly demolished, or when its exterior is altered to an extent which causes a potential hazard to pedestrians to exist, a roof for the entire length of the project shall be provided over temporary and permanent sidewalks used by pedestrians. Such roof shall be kept substantial and in good repair from the time the construction or wrecking extends twenty feet above the grade until materials of or for the building or structure are no longer being used or handled on or near the street or alley front of the building or structure above the walk. Such roof shall be required under the following conditions:
(1) When the building or structure is over twenty feet, but less than thirty feet high, and is closer than five feet to a walk used by the public;
(2) When the building or structure is thirty feet, but less than forty feet high, and is closer than ten feet to a walk used by the public;
(3) When the building is forty or more feet high, and is closer than twenty feet to a walk used by the public; or
(4) In all cases, whether specifically required herein or not, when such roofs are required by the Director of Public Service or by the Superintendent of Building and Zoning Inspection for proper protection for pedestrians.
(b) Roofs shall be constructed of not less than one layer of two-inch plank, or other material of equal strength and durability, over which shall be laid waterproof paper or roofing felt to make the roof waterproof. Over the waterproofing shall be laid a deck adequate to protect the waterproofing and to give the roof sufficient strength to sustain all reasonable loads and shocks consistent with the type of construction and the height of the building or structure being erected, raised, demolished, altered or repaired.
(c) Such roofs shall be at lest eight feet in the clear above the walk and shall be supported by a well braced framework of sufficient strength and stability to sustain safely the weight of all loads that may be placed thereon and to withstand the shocks incident to such loads and to accidental jars from trucks passing or delivering material.
(d) Outside of congested districts where, in the opinion of the Superintendent, a covered walk is not necessary, a permit may be issued by the Director of Public Service to block off part of the sidewalk or street and have a temporary walk constructed as provided for in Section 1452.04.
(e) Covered walks shall be not less than forty-four inches wide in the clear, but the Director of Public Service may require a covered walk to be as wide as he or she deems necessary to properly accommodate the traffic passing over it.
(f) A solid railing or foot board at least thirty inches high shall be constructed around the entire outer edge of the temporary roof, and the side of the walk adjacent to the property line, between the walk and the roof, shall be boarded up solidly.
(g) Covered walks shall be continuously well lighted between sunset and sunrise.
(h) In the construction of covered walks, all necessary surface drainage shall be provided for when placing the sills and other parts of the structure.
