Temporary walks shall be not less than forty-four inches wide in the clear and the Director of Public Service may require a walk to be as wide as he or she deems necessary to properly accommodate the traffic passing over it. Such walks shall be built in a safe, substantial and workmanlike manner, and be maintained in that condition at all times. A smooth substantial handrail shall be provided on the traffic side and also on the inside when necessary.
