(a) Materials and equipment shall not be stored in a street except by permission of the Director of Public Service and under such conditions as may be imposed by the Director.
(b) When building materials are permitted to be stored, or equipment to be set up, in a street, a safe walkway not less than forty-four inches wide, unobstructed for its full length and adequately lighted at all times, shall be maintained for use of the public.
