Building materials, fences, temporary footways, covered walks, enclosures or other temporary structures used or constructed for any construction or building operation shall be stored, constructed, arranged and located so as not to obstruct or interfere with the free access and use of any fire hydrant, Siamese connection, fire alarm box, police call box, mailbox, street light, water main valve, service shut-off box, meter setting, sewer manhole, gas manhole, electric conduit manhole, gutter or drainage outlet or any other like equipment or appliance. However, where it becomes necessary to interfere with or obstruct such equipment or appliance, written permission shall first be obtained from the person having authority to give such permission, and work affecting such equipment or appliance shall be performed in a safe manner and in accord with such conditions as are deemed necessary by the person giving such permission.
