(a) Before any work, for which a permit is required by this Building and Housing Code, is commenced and before any portion of a street or other public property is occupied for any purpose for which a permit is required by this Building and Housing Code, the permit shall be obtained and posted as required in Chapter 1426.
(b) The occupancy and use of any portion of a public street or of any public property for any purpose in connection with building operations, the issuance of permits for such occupancy or use, and the requirements for and the arrangement and design of temporary walks, drives over sidewalks, temporary roofs over walks and temporary bridges, shall all be subject to the approval and control of the Director of Public Service.
