All pits, excavations, fences, barriers, barricades, builder’s equipment, building materials, rubbish or other temporary objects which are in or upon a thoroughfare because of a building or construction operation, and all buildings or structures in the process of being relocated when in or upon a thoroughfare, shall, at all times during the darkness, have illuminated lamps with red globes, or flares or other approved lights, placed thereon or nearby in such manner that there shall be one light at each end, and at intermediate points as may be necessary to afford proper warning consistent with the existing traffic conditions at the location affected.
