(a) The Director of Public Service is hereby authorized to employ additional persons in any division under his jurisdiction upon notification in writing signed by the Mayor, the appropriate director and the City Auditor that an emergency exists.
(b) The declaration of an emergency shall be limited to such occurrences as are ordinarily classified as acts of God and shall specify the facts constituting the reasons for the existence of such emergency and the period of time during which such declaration shall remain in full force and effect.
