618.14 DEAD ANIMALS.
   (a)   Disposal of Dead Animals. It shall be the duty of the City of Newark Public Service Department Division of Streets to immediately remove such animal and to properly dispose of or bury the same in accordance with this section upon receiving notice from any person that a dead animal is lying on any public grounds or public way or on any private lot or premises within the City. As used in this section, "animal" includes the carcass or any identifiable part of an animal.
   (b)   The Director of Public Service shall provide for the burial of animals at the Municipal Landfill. A fee of not less than one dollar ($l.00) shall be charged for each animal buried.
   (c)   No person shall bury any dead animal in any place within the City other than the grounds provided therefor or in any manner violate or disregard any rule or regulation prescribed for the burying of dead animals in such grounds.
   (d)   No person shall permit any dead animal, of which he was the owner or had possession of, to lie on any public ground, street or private lot longer than ten hours.
   (e)   As used in this section, “animal” includes the carcass or any identifiable part of an animal.
   (f)   Whoever violates any of the provisions of this section is guilty of a minor misdemeanor.
