There is hereby established, under the provisions of Ohio R.C. 715.18, a Division of Purchase, Construction and Repair, under the management and control of the Director of Public Service, who shall purchase all materials, supplies, tools, machinery and equipment and supervise all construction, alterations and repairs of every kind and thing in each of the departments of the City established by law or ordinance.
