(a) The Director of Public Service shall from time to time establish schedules of operation and shall be responsible for submitting to Council a monthly operating report. The Director shall administer the senior sedan program in accordance with the general rules established herein, as dictated by experience, demand and service, emergency and/or unforeseen circumstances, and the Director is hereby authorized to promulgate such rules and regulations consistent herewith as he may deem appropriate to accomplish these ends.
(b) The rules and regulations authorized by this section shall be in writing in a form designated by the Director and shall be signed and dated by the Director. Such rules and regulations shall be filed with the Clerk of Council and shall become effective immediately.
(c) The Director may amend or repeal written rules and regulations promulgated under the authority of this section, and Council may amend or repeal, by ordinance, any such rule or regulation.
