(a) Creation of Position. There is hereby created, within the Department of Public Service, the position of Superintendent of Parks, and the Director of Public Service is hereby authorized to employ a suitable person for such position.

(b) Duties. The Superintendent of Parks shall be charged with the care and maintenance of all public grounds and the supervision of all labor connected with the care and development thereof and he shall perform such other duties as may from time to time be prescribed by the Director.

(c) Labor and Materials. The Director is hereby directed to furnish the Superintendent with such labor and materials as may be found necessary for the care and maintenance of the parks and public lands of the City.
