For the purpose of carrying out the administrative functions of the City, the following departments are created under the general control and supervision of the Mayor: Department of Safety; Department of Service; Department of Human Resources; Department of Community Development; and Department of Economic Development. The Council may create such other departments as it considers necessary in accordance with the provision of subsection (A) of Section 3.07 of this Charter.
