When the Mayor declares an emergency for flood control in the City, the Director of Public Service is hereby authorized and directed to hire City employees working on a salary rate for such emergency flood control work and is authorized to pay for such work an hourly rate equal to the salary such employees receive for monthly work, if based on a forty-hour workweek.
