(a) Union Dues.
(1) Pursuant to Ohio R. C. 9.41, the Auditor is hereby authorized and directed to deduct from the salary of any employee of the City the monthly dues of such employee to any labor union to which he may belong, provided that such employee voluntarily subscribes to and requests such deduction in a written authorization filed with the Auditor.
(2) Any City employee requesting a deduction of union dues from his salary, as set forth in paragraph (1) hereof, shall be required to give, in writing, thirty days' notice to the Auditor of the termination of his membership in the union or his date of termination of employment with the City, whichever event occurs first.
(b) Deferred Compensation.
(1) Pursuant to Ohio R.C. 145.71, 145.72 and 145.73, the Auditor is hereby authorized and directed to deduct from the salary of any employee of the City such sums as the employee requests for payment to the Ohio Public Employees Deferred Compensation Board, provided that such employee voluntarily subscribes to and requests such deduction in accordance with the rules and regulations of the Board and the agreement between the City and the Board in regard to the establishment of the Ohio Public Employees Deferred Compensation Program.
(2) Any eligible employee requesting a deduction for participation in the Program, as set forth in paragraph (1) hereof, shall be required to give, in writing, all necessary notices of his termination of membership in the Program or his termination of employment with the City, whichever event occurs first, as is required under the rules and regulations of such Program and the agreement between the City and the Board relative to the Program.
(c) U.S. Savings Bonds.
(1) Pursuant to Ohio R.C. 9.40, the Auditor is hereby authorized and directed to deduct from the salary of any employee of the City the amount requested by such employee for the purchase of U. S. savings bonds, provided that such employee voluntarily subscribes to and requests such deduction in a written authorization filed with the Auditor.
(2) Any City employee requesting a deduction from his salary for the purchase of U.S. savings bonds, as set forth in paragraph (1) hereof, shall be required to give, in writing, thirty days' notice to the Auditor of his desire to terminate the deduction for the purchase of U.S. savings bonds or his date of termination of employment with the City, whichever event occurs first.
(d) Rules and Regulations etc. Authorized. The Auditor shall promulgate rules and regulations for the administration of subsections (a), (b) and (c) hereof, including, but not limited to, the preparation of necessary forms. In addition, the Auditor is hereby authorized and directed to draw his warrant on the Treasurer in favor of the appropriate payee designated in writing by the employee pursuant to the Payroll Deduction Program.

The Auditor is hereby authorized and directed to promulgate rules and regulations for the creation and control of petty cash funds involving the expenditure of public funds under the care, custody and control of the City. All petty cash funds now in existence or which may be hereafter created pursuant to this section shall be maintained in accordance with the rules and regulations promulgated by the Auditor. No expenditure of public funds from any petty cash fund shall be made except in accordance with such rules and regulations.

(a) There is hereby created a Furtherance of Justice Fund.
(b) The purpose of the Furtherance of Justice Fund shall be to provide money for use in the payment of expenses incurred in the performance of official duties and in the furtherance of justice, such as expenses for confidential or informational purposes, subject to rules and regulations promulgated by the Auditor, as provided in subsection (c) hereof.
(c) The Auditor is hereby authorized and directed to promulgate rules and regulations for the control of the Furtherance of Justice Fund involving the expenditure of funds under the care, custody and control of the City. All money in such Fund shall be maintained in accordance with such rules and regulations, and no expenditure from such Fund shall be made except in accordance with such rules and regulations.
