238.10 DIVISION OF LITTER CONTROL; PERSONNEL; BENEFITS.
   (a)   There is hereby established, under the Director of Public Safety, a Division of Litter Control to carry out the objectives of a litter control grant awarded to the City by the State.
   (b)   The table entitled "Classifications, Pay Assignments and Position Authorizations," provided for in Section 254.08, is hereby amended to establish the positions of Litter Control Coordinator and Litter Control Clerk in the Division of Litter Control.
   (c)   The positions established in subsection (b) hereof are for the purpose of providing personnel support for the operation of the programs necessary to carry out the objectives of the litter control grant. Therefore, such positions shall terminate and cease to exist upon the termination of the grant and the exhaustion of funds allocated thereunder. This termination provision is self-executing and shall become effective when all funds available for the payment of salaries and benefits within the grant are consumed.
   (d)   Any person appointed to any such position shall be entitled to all benefits provided to employees under the contract between the City and its nonuniformed employees. No person who occupies a position established by this section shall be entitled to overtime compensation for work performed in an overtime status. Compensatory time-off may be awarded for services performed in excess of any standard work week, provided that such services are authorized to be performed by the Director of Public Safety.
   (e)   Except as otherwise provided in this section, the position classifications created hereby shall not be subject to or included within the terms of the agreement between the City and its nonuniformed employees.
   (f)   As the positions established in this section are only temporary in nature, no persons appointed to such positions shall become classified.
