There is hereby created the Endowment Fund Advisory Board which shall consist of eleven (11) representative community members, at least one (1) from each of the nine (9) wards of the City, but no more than two (2) from any one (1) ward and who shall be appointed by the Mayor, with the concurrence of the City Council.
Members of the Board shall have attained the age of eighteen (18) years and shall be residents of the City of Flint. Members shall serve for a term of three (3) years; except that, of the members first appointed four (4) members shall be appointed to four-year terms, four (4) members shall be appointed to three (3) year terms, and three (3) members shall be appointed to two (2) year terms. In the event of a vacancy on the Board, interim appointments shall be made by the Mayor within thirty (30) days of the vacancy to complete the unexpired term of such position. Members of the Board shall serve without compensation or remuneration of any sort for their service on the Board.

The Endowment Funds Advisory Board shall advise the Director of the Department of Parks and Recreation in establishing priorities for the use and expenditure of available endowment funds for the purpose of improving and maintaining the City of Flint Parks. All expenditures shall be subject to final approval by the City Council.

ARTICLE IV. PURCHASES
For the purpose of this article the following terms, phrases, words, and their derivations shall have the meaning given herein. When not inconsistent with the context, words used in the present tense include the future, words in the plural number include the singular number, and words in the singular number include the plural number. The word “shall” is always mandatory and not merely directory.
AGENCY. Any department, office, multiple member body or other organization of City government and includes any elective officer, appointee or person acting or purporting to act in the exercise of official duties, but shall not include the Board of Hospital Managers.
CHIEF EXECUTIVE. The Mayor of the City of Flint.
CITY. The City of Flint, Michigan.
CITY COUNCIL. The Council of the City of Flint.
CONTRACTUAL SERVICES. All telephone, gas, water, electric light and power service; towel and cleaning service; insurance; leases for all grounds, buildings, office or other space required by the agencies, with the exception of property under the control of the Housing Commission, Department of Community Development or any independent multiple member board established in accordance with the provisions of the Charter; and the rental, repair or maintenance of equipment, machinery and other City owned personal property. The term shall not include professional and other contractual services which have been proven to be unique and not subject to competition.
DIRECTOR. The Director of Purchases and Supplies.
SUPPLIES. All supplies, materials and equipment.

There is hereby created the position of Director of Purchases and Supplies who shall be a member of the Classified Service and shall be appointed by the Mayor with the approval of the City Council. The Director shall perform all duties as provided herein under the direction of the Mayor and shall perform such other duties as may be prescribed by the Mayor.
