ARTICLE I. IN GENERAL
During a fire, or other public or private disaster, and the continuing emergency effect thereof, it shall be unlawful for the driver of any motor vehicle or any pedestrian to deliberately approach or be within two (2) miles of the area of said fire or major public or private disaster unless authorized to do so by a regular, auxiliary, or reserve police officer, or a State police officer, sheriff, deputy sheriff, or authorized military or civilian personnel of the State or Federal government.

During any fire or public or private disaster and continuing emergency effect thereof, occurring within the City of Flint, it shall be unlawful for the driver of any vehicle, or for the driver or operator of any motor bus or any pedestrian to disobey any order relating to the control of traffic and the congestion of streets or sidewalks within the area of necessary control of the site of any such fire or major public or private disaster when said order is given by a regular, auxiliary or reserve police officer, or a State police officer, sheriff, deputy sheriff or authorized military or civilian personnel of the State or Federal government.

During a civil defense test or in a civil defense emergency, it shall be unlawful for the driver of any vehicle, or for the driver or operator of any motor bus or trolley bus or any pedestrian, to disobey any order relating to the control of traffic given by a regular, auxiliary, or reserve police officer, or a State police officer, sheriff, deputy sheriff, or authorized military or civilian personnel of the State or Federal government, or any officer or civil defense worker of any county of the State of Michigan participating or assisting in a civil defense test or emergency involving the City of Flint.

It shall be unlawful for any person, firm, corporation or association, to park, cause to be parked, or allow to remain parked in a vehicle or vehicles during a civil defense test or an emergency involving civil defense in those areas of evacuation where parking has been prohibited by the Division of Traffic Engineering of the Flint Police Department.
