A. Scope: Payment of fees does not guarantee existence of utility lines to the property boundaries where the service connection is to be made. Prior to receiving utility service, the developer, builder or property owner shall be required to extend the then existing City system to an appropriate connection location, as determined by the City Administrator or designee.
B. Construction: Utility line extensions shall be constructed in accordance with the City master plans, standards and specifications.
C. Location Of Lines; Easements: Utility lines shall be located within the right-of-way, a public utility easement, or other appropriate perpetual easement, obtained at the expense of the developer, builder or property owner. Easements shall be of a size necessary for the installation, operation, repair and maintenance of such utility lines. The easements shall be dedicated to the City and shall authorize the operation, repair and maintenance of the facilities by the City.
D. Ownership Of Facilities: All permanent facilities or appurtenances constructed or provided under this chapter shall, upon written acceptance of the City, become the property of the City; and the City shall thereafter operate and maintain the facilities or appurtenances.
