9-1-2: DEMOLITION AND REMODELING OF STRUCTURES; CULINARY WATER AND SANITARY SEWER CONNECTION:
   A.   Connection Rights: The connection rights associated with a particular structure at a particular service address shall be deemed to run with the land and are nontransferable to another service location.
   B.   Demolition, Remodeling; Fees: In cases of the demolition and replacement or remodeling of an existing structure, the new or remodeled structure may make connection to the City lines without the payment of additional water meter and impact fees, except that:
      1.   If the size of the water meter to the new or remodeled structure is increased or decreased from what previously existed for the existing structure, or if a new water meter is needed for any other reason, a new water meter shall be purchased and installed, including all appropriate plumbing, to accommodate the new water meter. The water meter purchase fee shall be as adopted by resolution of the City Council.
      2.   If the intended use for the new or remodeled structure is nonresidential, and the size of the water meter for the new or remodeled structure is increased over that of the existing structure, water and sewer impact fees shall be paid in an amount equal to the difference between the current adopted water and sewer impact fees for the old water meter size and the current adopted fees for the new water meter size.
      3.   If the intended use for the new or remodeled structure is residential, and the square footage of the new or remodeled structure is greater than that of the existing structure, then water and sewer impact fees shall be paid in an amount equal to the difference between the current adopted water and sewer impact fees for a residential structure with the square footage of the existing structure and the current adopted fees for the new or remodeled structure.
   C.   Payment Prior To Building Permit Issuance: Payment shall be made prior to issuance of a building permit for the reconstruction or remodel.
   D.   Increase In Meter Size: If, for any reason other than a replacement or remodel, a new connection is made which increases the water meter size to replace an existing connection, the owner shall pay a fee based upon the difference between the then existing fees for the larger meter size and the then existing fees for the connection so replaced.
