2-5-3: CDBG COMMITTEE:
The function of the Community Development Block Grant Committee, herein CDBG committee, includes the following:
   A.   The city shall utilize the committee to review and analyze programs and services provided under the federal block grants programs. The CDBG committee shall review proposals submitted for funding under the federal block grants programs and assist in the development of the plans required by the United States Department of Housing and Urban Development or successor governmental entity (HUD).
   B.   The CDBG committee shall be comprised of, at a minimum, six (6) members, including at least one (1) resident of the city and one (1) of each of the following city government representatives: finance/administrative services, public works/engineering, community development, the planning commission, and the city council. The city council representative is a participating, but non-voting, member.
   C.   The CDBG committee shall convene in February of each year (or as otherwise required by law) to hear applicant presentations regarding proposals submitted for grant funding.
   D.   The CDBG committee shall promulgate, approve, and amend all city CDBG policies and procedures.
   E.   The CDBG committee shall periodically create a consolidated plan (every five (5) years or as otherwise required by law).
   F.   The CDBG committee shall act as the loan committee unless another committee is designated by the mayor for this purpose.
   G.   The CDBG committee shall act in any other capacity required by law.
   H.   The CDBG grant manager, who is designated by the mayor, is responsible for initially receiving, reviewing, and recommending grant applications for approval and for making initial eligibility determinations. All eligible applications shall be forwarded to the CDBG committee for its review, rating, and recommendations. The city council has final approval authority for applications received, reviewed, rated, and recommended by the CDBG committee. (Ord. 20-38, 9-30-2020; amd. Ord. 24-09, 2-14-2024)
