At the end of each fiscal year the financial management services department shall cause to have made a full and complete audit of the accounts and business of the park and recreation department.

The park and recreation advisory board shall have such members and purposes as defined in Chapter 2, Article III, Division 3 of the city code.

The advisory board will be responsible for providing policy recommendations and information to the city manager and the city council about citizen needs and requests that will improve the services of the department.

The advisory board may recommend to the city manager and the city council plans for development of facilities and services to meet the needs of the city. The board will review and comment upon the proposed annual operating budget and capital improvement program requests. Recommendations made by the board will be presented to the city manager and the city council for consideration.

The city council may create by ordinance additional advisory boards to be comprised of citizens to act in an advisory capacity to the city manager and city council in conjunction with the park and recreation department. The members of any such advisory boards shall serve for designated terms, shall serve without compensation and may be removed at any time by the city council. The ordinance creating the board shall prescribe the duties and responsibilities of the board.
