The city council may create by ordinance additional advisory boards to be comprised of citizens to act in an advisory capacity to the city manager and city council in conjunction with the park and recreation department. The members of any such advisory boards shall serve for designated terms, shall serve without compensation and may be removed at any time by the city council. The ordinance creating the board shall prescribe the duties and responsibilities of the board.
