(a) It shall be unlawful for any person to intentionally or knowingly sell, possess with the intent to sell, or consume any alcoholic beverage in the following areas:
(1) Within the fenced enclosed areas surrounding any swimming pool, wading pool or spray pool within any park of the city;
(2) Within any recreation or community center or the parking lots of any recreation or community center; or
(3) Within any area of a wildlife preserve.
(b) It shall be unlawful for any person to intentionally or knowingly sell, possess with the intent to sell, or consume any alcoholic beverage within any area of a park, playground, or athletic field that has been designated by the park and recreation director as being an area in which alcohol consumption, sale, or possession is prohibited and has been so designated by signs indicating such prohibition.

It shall be unlawful for any person to use a bicycle, roller blades, skateboard, or any other wheeled vehicles or equipment, whether self-propelled or motor-assisted, in designated parks or recreation areas or any portion of park or recreation areas where such use is prohibited and has been so designated by signs indicating such prohibition.

The park and recreation department shall not make any expenditure of money or incur any liability during any fiscal year beyond the amount of money appropriated or set apart in the annual budget of the park and recreation department as approved by the city council for such purpose.

The financial management services director shall prescribe all forms for the keeping of park and recreation fund accounts and vouchers necessary to be used in the conduct of the business of the park and recreation department, which forms and methods of accounting shall be employed by that department so as to conform to the method of accounting instituted and enforced in the financial management services department. The park and recreation department shall conform to such rules and regulations regarding financial affairs as are promulgated by the financial management services director, including rules and procedures governing preparation and review of the annual budget and control of budgeted expenditures, and rules and procedures regulating preparation and review of the capital improvement program and control of capital expenditures through the bond fund project control system.
